New commercial sites and data-center plans
Amazon announced a third planned northwest Louisiana campus in August, at Resilient Technology Park in Shreveport. STACK Infrastructure is the developer and owner leading the campuses' development and construction. The plans also include water and wastewater upgrades for the wider development. The announcement doesn't say that construction has started on the newest campus or name all the trade contractors. That campus isn't included in the project totals below.
The smaller jobs have useful detail of their own. At 9515 Linwood Avenue, a permit for GoodCravingz covers the building and remaining sitework after a separate foundation permit. That work includes grading, stormwater detention, parking, a septic system, and a water-main connection. The building permit was issued in April. A later water-tap record doesn't tell us that all of the sitework is finished.
A proposed jewelry store at 8720 Line Avenue would occupy an undeveloped tract. Its application includes new access points, utilities, and asphalt parking, with Hand Construction named in the project record. The application is still under review. Near the airport, a separate proposal at 5103 Hollywood Avenue covers a private road, water line, fire hydrant, and lighting. That application explicitly leaves future buildings out of its scope.

Wicker Construction, based in Shreveport, handles site clearing and grading with its own crews. It also installs storm drains, water and sewer lines, and streets for new subdivisions and commercial sites. Its company equipment records help show the business behind that work, but don't put it on the Amazon campuses.
Wicker also lays larger water mains and the smaller lines that carry water into neighborhoods. That work includes clearing the pipe route and boring under roads, as well as installing the pipe.
